Redbrick is developing a new hospitality project at 603 Pandora Avenue in Victoria’s Old Town, envisioned as a contemporary boutique hotel that blends thoughtful architecture with a distinctive guest experience. The project is currently in its early stages, with a focus on advancing entitlement, design development, and overall development strategy. The development is anticipated to include at least 200 hotel keys, pending City approval, and a mix of food & beverage venues, wellness amenities offerings, and public areas designed to serve both guests and the local community.
The Development Manager will serve as Redbrick’s internal development lead and primary point of coordination for the project, acting as the company’s owner’s representative across entitlement, design coordination, consultant and contractor procurement, construction, and project delivery.
Reporting to the Redbrick CEO, Tobyn Sowden, and working closely with Redbrick’s Manager of Hospitality Design, this role ensures hospitality programming and operational priorities are integrated into the development process while maintaining alignment with project budget, schedule, and design objectives.
This role requires experience within a real estate developer or owner environment, with a strong track record delivering large commercial developments on complex urban sites and running structured procurement processes for consultant and construction teams. This role is based in Victoria, BC, with an expectation of regular on-site presence as the project advances.

What you'll be doing
Development Leadership
- Serve as Redbrick’s day-to-day development lead for the hotel project at 603 Pandora.
- Advance the project through pre-development, entitlement, design, procurement, construction, and commissioning.
- Coordinate the development partner, architect, consultants, and contractor team on behalf of Redbrick, working closely with the Manager of Hospitality Design to ensure alignment between design execution and hospitality objectives.
- Provide regular reporting and recommendations to Redbrick leadership on project status, risks, and key decisions.
Project Controls & Commercial Oversight
- Develop and maintain the overall project schedule, development budget, and key milestones.
- Review cost plans, construction estimates, and value engineering proposals.
- Monitor project risks, critical path items, and major financial decisions.
Consultant & Design Team Management
- Manage the architect and consultant team throughout design and documentation phases.
- Define consultant scopes, deliverables, schedules, and coordination expectations.
- Lead RFP and selection processes for consultants and support fee negotiations and appointments.
- Ensure the design process remains aligned with project objectives, approvals process, and construction feasibility.
Approvals & Municipal Coordination
- Support the approvals and permitting strategy with the City of Victoria.
- Coordinate planning consultants, legal advisors, and technical teams to prepare submissions and manage responses.
- Represent Redbrick in meetings with municipal staff, agencies, and key stakeholders as required.
- Identify potential entitlement or permitting risks early and develop strategies to address them.
Procurement & Construction Delivery
- Support and lead procurement processes and tender execution for construction and major project consultants.
- Evaluate submissions and participate in contractor and consultant selection.
- Oversee construction progress on behalf of Redbrick, including schedule, cost, and quality monitoring.
Hospitality Integration
- Work closely with Redbrick’s Manager of Hospitality Design to incorporate operational requirements into the development process.
- Ensure guest flow, back-of-house planning, and operational needs are reflected in design and construction.
What we'd like to see in you
- 8+ years of experience in development management, project leadership, or owner’s representation within a real estate developer or owner environment.
- Demonstrated experience delivering large commercial developments on complex urban sites.
- Strong experience running RFP, RFQ, and tender processes for both consultant teams and construction teams.
- Experience leading projects through entitlement, design development, procurement, and construction.
- Strong understanding of development budgets, cost management, project scheduling, and consultant coordination.
- Experience navigating municipal approvals and permitting processes.
- Experience with hospitality, hotel, mixed-use, or operationally complex commercial projects is preferred.
- Strong communication, negotiation, and stakeholder management skills.
- Design literacy and sound commercial judgment.
Success in the Role
Success in this role will be defined by the ability to advance the 603 Pandora hotel development in a disciplined and well-coordinated manner, working closely with Redbrick leadership and its development partners, while aligning the architect, consultants, and construction team around clear objectives.
The Development Manager will:
- Advance the approvals and permitting process for a complex urban hospitality development.
- Lead structured procurement processes for consultants and construction partners.
- Maintain alignment between architectural design, construction feasibility, project budget, and schedule.
- Integrate the hospitality programming defined by the Manager of Hospitality Design into the development and construction process.
The outcome should be a well-executed hospitality development that successfully translates the project vision into a high-quality hotel delivered on schedule and within the project’s financial objectives.
